What some school districts are doing to attract and retain qualified teachers


Some California school districts--including those with schools that are typically very hard to staff--have succeeded in reducing their reliance on underqualified teachers.  What these district have in common is a belief that teacher quality matters and a strong commitment to meeting this challenge--one that is shared by the school board, the administration, parents, and teacher unions.  They have also engaged in a careful analysis of the problem in order to develop sound strategies that will lead to sustainable change.
